So, near the end of my forthcoming September trip to green water-logged England, I fancied staying in one of the best pubs in the land: The Wykeham Arms, in Winchester. They have some comfortable rooms for sleeping, fantastic pies, and good beer (Gales, plus guests).
But some stupid interfering fix-the-world-with-more-rules government minister, who in his or her youth doubtless claimed to be Socialist because Socialists think that the government can do everything, has introduced yet more damn bureaucratic hoops through which a hard-working publican must jump: “sorry sir, we don’t have a children’s licence. Separate licensing to admit an under-14, and we don’t have the licence.†

So even though they haven't got a Childrens Licence, YOU cant stay there?
So which is it:
1. They are suggesting something about your mental age,
2. Your taking a child? (Thought you were over alone)
3. Its a Quality directive from Humphrey Appleton, the Permanent Secretary from the Ministry of Administrative Affairs!
