Presidential is the US (and I think Germany too) export name for Dalva. They are the same wines, just a different label for a different market. Why that is, I have no idea, but the two are one-in-the-same.
That being said, I've not had that particular vintage but can say that Dalva/Presidential isn't known for making top notch VP's. I've had the 2000 VP not too long ago and it is a decent mid-term Port.
1987 wasn't a great vintage for most producers, but it wasn't horrible either. There are some overlooked values that year, but knowing Dalva's VP repuation I would probably pass unless you are getting it for a good deal. Or if you can get one bottle, tried it right away, and if you like it buy more. If not then you are not out but the cost of one bottle.
